According to Mexican law, the holder of the NOM certificate is responsible for the product's warranty, maintenance, and liability.
NOM certificates are non-transferable. However, a manufacturer holding a NOM certificate can extend the usage rights of their NOM certificate to Mexican distributors, who can then obtain their own NOM certification without additional testing. NOM certificates will only be issued to Mexican manufacturers and exporters or to manufacturers and exporters in countries with which Mexico has a free trade agreement.
